Start Date: ASAP

Contract Length: 6 months + 6-month extension

Pay: Competitive EL1 Hourly Rates + Super

Engagement Type: Contract

Focus: Establishing the foundational information architecture for the client.

About the Role:

As the CDC transitions into a standalone agency, we are seeking a sophisticated information management specialist to lead the evolution of our records capability. This role is not merely about storage; it is about building the evidentiary backbone of a national health authority.

You will bridge the gap between legislative compliance (Archives Act 1983) and the high-stakes operational needs of an agency tasked with tracking emerging health risks and providing early-action advice. You will drive the transition from "Machinery of Government" (MoG) establishment to a sustainable Business-As-Usual (BAU) framework, ensuring that Australia’s health data and intelligence are preserved with integrity and precision.

Key Responsibilities:

  • Agency Establishment: Lead the end-to-end design and implementation of records, information, and data management capabilities for the newly formed agency.
  • Legislative Stewardship: Ensure all frameworks strictly adhere to the Archives Act 1983, National Archives of Australia (NAA) standards, and broader Commonwealth governance requirements.
  • Asset Mapping: Identify, document, and classify complex information assets, ensuring they are aligned with both public health necessity and legal obligations.
  • Policy Architecture: Draft and implement the Agency’s suite of SOPs, records management policies, and governance frameworks from the ground up.
  • Systems Coordination: Manage the technical deployment of Content Manager (TRIM/CM10), including functionality auditing and the delivery of agency-wide training.
  • MoG Transition: Navigate post-Machinery of Government activities, resolving legacy data issues and establishing new agency protocols for the NAA.
  • Capability Uplift: Act as a specialist advisor to Integrity & Governance stakeholders, fostering a culture of information security and recordkeeping excellence.

Key Capabilities:

  • Deep knowledge of Commonwealth recordkeeping legislation and the ability to apply it within a fast-paced, emerging agency context.
  • Proven ability to translate technical legislative requirements into user-friendly SOPs and operational roadmaps.
  • Capacity to guide staff through the cultural shift of agency establishment, delivering clear communications and training to non-specialists.
  • Advanced expertise in Content Manager (TRIM) and the ability to coordinate shared services to meet specific agency needs.
  • Strength in building partnerships across government to enable seamless information sharing and data integrity.

Qualifications & Eligibility:

  • Degree in Information Management, Data Governance, Library Science, or a related discipline.
  • Extensive background in Commonwealth records management and NAA compliance.
  • Ability to obtain and maintain a Baseline or NV1 security clearance is essential.
  • Motivated by the opportunity to build a records system that supports national disease surveillance and public health expertise.
